Uganda President blocks anti gay bill
 The Ugandan press is reporting that President Yoweri  Museveni has blocked the passing of last month’s Anti Gay Bill which  called for a life sentence for homosexuality. Museveni has blocked the  bill on the ground that it lacked a quorem and should not have been  approved.
 
The Bill was previously referred  to as a ‘Kill the Gays’ Bill for its inclusion of a death penalty for  homosexual acts. The Bill was passed through Parliament in December  after having the death penalty removed, however Museveni has suggested  the Bill is unconstitutional, as not enough members voted in favour of  its approval.
He has criticised the motions of Speaker Rebecca Kadaga, who was instrumental in forcing the Bill despite not enough members of Parliament being present for the vote.
According to reports in Uganda’s Daily Monitor the President asked:
“How can you pass law without the quorum of parliament after it has been pointed out? What sort of parliament is this? How can parliament be the one to break the constitution and the law repeatedly?”
Whilst Museveni considers homosexuality to be abnormal, he believes gay people can be ‘”rescued” and saved from their life of homosexuality.
“The question at the core of the debate of homosexuality is; what do we do with an abnormal person? Do we kill him/her? Do we imprison him/her? Or we do contain him/her?’.
Museveni’s preferred option is to reform the homosexual. Although he said he would support life in prison for anyone who lures young people into “these disgusting
